Advancing gender equality across NTC Region VII
Gender and Development (GAD) is the national government's strategy for ensuring that women and men benefit equally from public programs, services, and resources. As mandated by law, NTC Region VII integrates gender-responsive planning into its regulatory, client-facing, and organizational functions.
Laws and Policies on Women
Comprehensive women's human rights law affirming women's rights across economic, political, and socio-cultural spheres, and mandating GAD mainstreaming in government agencies.
> RA 9710Promotes the integration of women as full and equal partners with men in development and nation-building.
> RA 7192Approved the framework guiding government agencies in mainstreaming gender concerns into policies, programs, and projects.
> EO 273Requires all government agencies to allocate at least 5% of their total annual budget to GAD plans and programs.
> GAA Sec 27/35Provides the standing guidelines for preparing annual GAD Plans and Budgets and Accomplishment Reports — the direct legal basis for this office's GPB/AR submissions.
> PCW-NEDA-DBM JC 2012-01Defines and penalizes violence committed against women and their children by a spouse, partner, or family member, and mandates support mechanisms for victims.
> RA 9262Penalizes gender-based sexual harassment in streets, public spaces, online, and in workplaces and educational institutions.
> RA 11313Reaffirms gender mainstreaming as the mandated strategy and the GAD Approach as the guiding framework for promoting gender equality and inclusive development within the bureaucracy.
